Reroll Tier List – Comparing CN with EN – Balance Changes

Let me preface by saying it’s incredibly hard for anyone to make a reliable Tier List for the global version of Tower of Fantasy.

This is in large due to one reason:

  1. The skill kits of units and matrices in Global ToF have been buffed/nerfed/adjusted compared to the CN version of the game.

These changes can shift the meta landscape. Players will need a few weeks of testing before we can come up with some reliable tier list.

Until then, take most global tier list with a grain of salt and healthy dose of skepticism.

CN Tier List #

One of the most popular CN tier list is the infographic made by Rosy.

Clint Wulf made a video talking about it, and I’ve taken a screenshot from his video to summarize the Tier List:

And the following picture contains the Day 1 unit tiers if this was CN:

Now let’s see which unit got buffed/nerfed/adjusted for Global.

Balance Changes #

The purpose of this article is to give insight on the balance changes for each SSR unit, how a CN content creator Rosy rated them, and my subjective opinion on how the Global changes affect their ranking.

Nemesis #

NERF: Weapon Effect Resonance.

When equipped with 2 or more Volt weapons, increase Volt ATK by 20% 15% and Volt Resistance by 40% 25%, taking effect in the background. This set’s effects do not work with others.

NERF: 3★ Advancement

Every 6 seconds, the Electrode will unleash Ring Lightning, which deals damage equal to a maximum of 389% 205% of ATK in a target area.

NERF: 5★ Advancement

After using Pulse Lock, increase Volt Wanderer’s ATK by ( 10 5 + Number of Electrodes × 10 5) % for 25 seconds.

Nemesis Matrices #

NERF: 2 piece set effect

When a target is being healed, their volt ATK is increased by 15%/18%/21%/25% 8%/10%/12%/15% for 20 seconds. The effect does not stack, and only the highest level will take effect when using multiple sets.

NERF: 4 piece set effect

When healing yourself or your Electrode, the healed target gains a charge of “Lightning”. The next attack within 30 seconds is imbued with “Lightning”, dealing volt damage equal to 300%/375%/450%/525% 240%/300%/360%/420% of volt ATK (reduced by 50% for electrodes). Cannot be triggered more than once every 10 seconds. “Lightning” charges do not stack, and only the highest level will take effect when using multiple sets.

Nemesis and her matrices received massive nerfs in Global. She will no longer be the broken DPS powerhouse she is in CN. 

The CN tier list by Rosy has Nemesis has her basically at highest tier option.

However, with so many of these nerfs to her DPS, we can assume she drops a tier at least.

Claudia #

BUFF: Weapon Effect Resonance

NEW* Increase physical ATK by 15% and physical resistance by 25%. Activate by equipping 2 or more physical weapons. This set’s effects do not work with others.

Claudia got buffed in Global, with a new effect to her weapon. 

This buff further solidifies Claudia position in T1.

Cobalt-B #

BUFF: Weapon Effect Resonance

New* Increase flame ATK by 15% and flame resistance by 25%. Activate by equipping 2 or more flame weapons. This set effect also works with weapons in the off-hand slot. Effect cannot be stacked.

Like Claudia, Colbat-B also got a buff via weapon effect. This might be enough to bump her from T2 to T1.

Coco Ritter #

BUFF: 6 ★ Advancement

Whenever a healing bee is summoned or disappears from battle, heal all allies for 100% of the user’s ATK. All allies within 10 meters of the healing bee also gain 15% ATK all damage and healing (cannot stack).

It seems like a small buff for Coco late late game for her. Does it help her move up T3? Perhaps not.

Coco Ritter Matrices #

NERF: 2-piece and 4-piece set effect

All set effects reduced by 2% for each tier.

This hurts healing in this game because Coco’s matrices are universally useful for healers. 

Tsubasa #

NERF: 1 ★ Advancement

Grant a stack of Sharp Arrow each time the arrow fired by a Dodge attack hits a target. Each stack increases damage by 8% 5% for 15 seconds. Stack up to 3 times.

Tsubasa max stack potential went from 24% to 15%, a 9% nerf.

It’s particularly hurtful because it’s a 1★ Advancement effect.

Tsubasa’s matrices also got nerfed. This is enough to drop her a Tier.

Tsubasa Matrices #

NERF: 2-piece set effect

Increase damage dealt by 12.5%/15%/17.5%/20% 10%/12.5%/15%/17.5% when there are no enemies within 4 meters.

NERF: 4-piece set effect

Upon a headshot or Icewind Arrow Skill – Piercing Arrow hitting a target, increase ATK by 15%/18%/21%/25% 12%/15%/18%/21% for 8 seconds.

Huma #

No changes.

Crow #

No changes.

Crow Matrices #

NERF: 2-piece set effect

Increase crit damage to targets with less than 60% HP by 33%/42%/50%/58% 24%/30%/36%/42%.

BUFF: 4-piece set effect

Crits deal additional damage over time equal to 12%/15%/18%/21% 18%/22%/26%/30% of ATK every second for 5 seconds. Does not stack.

KING #

No changes.

KING’s Matrices #

NERF: 2-piece set effect adjusted but more like a nerf

CN: For every 10% of shield broken, gain a 4%/5%/6%/7% damage buff, up to 3 stacks, lasting 25 seconds.

EN: When a target is shattered, grant 8%/10%/12%/14% damage boost for 25 seconds. Only the highest level is applied when the effect is obtained repeatedly.

NERF: 4-piece set:

When there are more than 2 enemies around, hits restore HP equal to 14%/18%/22%/26% 10%/12%/13%/14% of damage dealt upon attacking. The maximum HP restored every 0.5 seconds must not exceed 36%/42%/48%/54% 30%/33%/34.5%/36% of ATK.

The nerf to KING’s Matrices hurt, reducing his DPS and his tankiness. Is this enough to drop him a Tier? I don’t think so. His role is still solid as a shield breaker.

Meryl #

NERF: Simulacrum Traits 4000 Points

Reduce frost damage received by Meryl by 25%, gain immunity to the frostbitten effect, and reduce duration of being frozen by 50%. Meryl’s surroundings will freeze.

She loses her freeze CC. It’s a little sad, but not big enough to affect her overall playstyle IMO.

Samir #

No changes.

Samir Matrices #

NERF: 2-piece set effect

Increase damage progressively by 1.5% 1% upon hitting a target. Stack up to 10/13/16/20 times. Lasts 2 1.15 seconds.

ADJUSTED: 4-piece set effect

CN: Adds an extra hit to the locked on target for every attack for 10%/12.5%/15%/17.5% damage (can not crit).

EN: Increase Dual EM Stars’ electrical explosion damage by 16%/22%/30%/40% of ATK.

Shiro #

No changes.

Shiro Matrices #

NERF: 4-piece set effect

Upon entering battle, gain a 20%/25%/30%/35% damage boost for 35 20 seconds. Reset 5 seconds after exiting battle.

Zero #

ADJUSTED: 5★ Advancement

Damaging a target also produces a damage orb, which lasts for 20 seconds and increases ATK all damage and healing of any teammate who picks it up by 2% for 45 30 seconds. Stack up to 10 times. Skill cooldown is 2.5 seconds.

Meow’s Adjusted Tier List For Global #

This tier list is again, very subjective and subject to change. Take it with a grain of salt.

After reviewing all the balance changes and reviewing the recommended matrices of each unit, I’ve came up with this list:

There are simply several great units, and because this game has different elements, you’ll want to build up different units for elemental advantage.
